This book explores four interrelated themes: rethinking civic education in light of the diversity of U.S. society; re-examining these notions in an increasingly interconnected global context; re-considering the ways that civic education is researched and practiced; and taking stock of where we are currently through use of an historical understanding of civic education. Evidence exists that behavioral and social science researchers have been frustrated with regulations and institutional review boards (IRBs) from the 1970s through today. Making matters worse, many human participants protection instruction programs - now mandated by IRBs - offer inadequate reasons why researchers should comply with regulations and IRBs. Promoting compliance either for its own sake or to avoid penalties is contrary to the developmental aims of moral education and may be ineffective in fostering the responsible conduct of research. This (...) article explores the concept of professional virtue and argues that compliance is capable of becoming a professional virtue like scientific honesty. This requires, however, that regulatory and IRB demands contribute to human well-being and to the aims of research as a profession and that researchers, therefore, internalize the norms that underlie regulatory and IRB demands. This, in turn, requires a series of changes in the way society develops, promulgates, and enforces regulatory and IRB rules. The challenge is, simply put, to embed compliance into the world of living morality. (shrink)

In the world of research, compliance with research regulations is not the same as ethics, but it is closely related. One could say that compliance is how most societies with advanced research programs operationalize many ethical obligations. This paper reports on the development of the How I Think about Research questionnaire, which is an adaptation of the How I Think questionnaire that examines the use of cognitive distortions to justify antisocial behaviors. Such an adaptation was justified based on a review (...) of the literature on mechanisms of moral disengagement and self-serving biases, which are used by individuals with normal personalities in a variety of contexts, including research. The HIT-Res adapts all items to refer to matters of research compliance and integrity rather than antisocial behaviors. The HIT-Res was administered as part of a battery of tests to 300 researchers and trainees funded by the US National Institutes of Health. The HIT-Res demonstrated excellent reliability. Construct validity was established by the correlation of the HIT-Res with measures of moral disengagement, cynicism, and professional decision-making in research. The HIT-Res will enrich the set of assessment tools available to instructors in the responsible conduct of research and to researchers who seek to understand the factors that influence research integrity. ABSTRACTThis review essay of Shawn Loht’s new book, Phenomenology of Film: A Heideggerian Account of the Film Experience, not only offers an ontological reading of the filmic experience inspired by Heidegger’s philosophy but also contributes substantially to the ongoing debate of whether or not film is a medium that is legitimately philosophical. In addition to confronting unique ideas about film that emerge from Loht’s analysis of Heidegger’s phenomenological ontology of Dasein, including a reading of later Heidegger of the “Turn,” this (...) essay also seeks to think with and then beyond Loht in a way that might inspire readers to further pursue these issues in relation to a potentially reconceived understanding of the practice of film-as-philosophy. All of the major themes of Edmund Husserl's phenomenology, from the Logical Investigations to The Crisis of the European Sciences, are investigated from a critical point of view by James M. Edie. The philosophy of logic is considered insofar as it relates to the phenomenological and transcendental foundation of logic itself. Transcendental logic is studied with reference to both the formal logic of Aristotle and Leibniz and the dialectical logic of Hegel. Edie considers Husserl's theories of meaning and reference, (...) intentionality, the distinction between perceptual and eidetic intuition, the notion of the ideality of meaning, the laws of objectivity in general, and formal and material ontology, as well as Husserl's reinterpretation of the apriori. In virtually all the developed countries of the Western world, people are living longer and reproducing less. At the same time, costs for the care of the elderly and infirm continue to rise dramatically. Given these facts, it should come as no surprise that we are experi encing an ever-increasing concern with questions relating to the proper care and treatment of the aged. What responsibilities do soci eties have to their aging citizens? What duties, if any, do grown chil dren (...) owe their parents? What markers should we use to determine one's status as "elderly"? Does treatment of pain in aged patients present special medical and/or moral problems? How can the com peting claims of autonomy and optimal medical care be reconciled for elderly persons who require assisted living? When, if ever, should severely demented patients be included in nontherapeutic clinical tri als? These questions, and others of similar interest to those con cerned with the proper treatment of the aged, are discussed in depth in the articles included in this text. Physician-Assisted Death is the eleventh volume of Biomedical Ethics Reviews. We, the editors, are pleased with the response to the series over the years and, as a result, are happy to continue into a second decade with the same general purpose and zeal. As in the past, contributors to projected volumes have been asked to summarize the nature of the literature, the prevailing attitudes and arguments, and then to advance the discussion in some way by staking out and arguing forcefully (...) for some basic position on the topic targeted for discussion. For the present volume on Physician-Assisted Death, we felt it wise to enlist the services of a guest editor, Dr. Gregg A. Kasting, a practicing physician with extensive clinical knowledge of the various problems and issues encountered in discussing physician assisted death. Dr. Kasting is also our student and just completing a graduate degree in philosophy with a specialty in biomedical ethics here at Georgia State University. Apart from a keen interest in the topic, Dr. Kasting has published good work in the area and has, in our opinion, done an excellent job in taking on the lion's share of editing this well-balanced and probing set of essays. We hope you will agree that this volume significantly advances the level of discussion on physician-assisted euthanasia. Braitenberg et al.'s proposal, like most previous theories of cerebellar function (see Bower 1997, for review), is fundamentally based on the striking geometric relationship between parallel fibers and Purkinje cells. As in previous models, the current theory assumes that the activation of granule cells results in a of activated Purkinje cells, although it adds the new requirement that the granule cell layer itself have a particular spatial/temporal pattern of activation. I believe there is clear evidence that parallel fibers do not (...) have the type of excitatory effects on Purkinje cells required by this theory. (shrink)

Monetary policy prior to, during, and following the 1990?1991 recession was the tightest and most restrictive in over 30 years. Some have suggested that this policy was explicitly designed by the monetary hawks on the Federal Reserve to wring out the residues of inflationary expectations; others, that the central bank could not offset the real, and powerful, negative shocks buffeting the American economy. But a better explanation is that the monetary authorities were passive because they failed to appreciate the treacherous (...) financial weather caused by new capital requirements and the massive bailout of insolvent institutions. This article looks at some common assumptions and associated work practices within a military intelligence community. There intelligence practitioners use the term “raw data” as a common sense category, as a word that describes information they want or have gained access to. The practical and organizational processes that inform the construction of the term raw data are unpacked here. Examples presented are based on interviews, field observations, and document reviews. Theoretical descriptions and models of work, for example, the intelligence cycle, (...) construction, and the use of computer databases, assume that work in this community starts with raw data. However, this data has already been processed by the work practices, political, practical, and other decisions even before data collection occurs. The technology and attendant categories and practices instrumentalize a certain world view. The model used frames not just the collection and organization of the institution’s knowledge but those categories that inform how this institution organizes, legitimizes, and enacts its work, data, and knowledge. Given the kinds of opponents nations have to face today, intelligence practitioners and those who study their work have to understand practice, action, and contexts often quite different from ones own. Institutional Review Board decisions hinge on the availability and interpretation of information. This is demonstrated by the following well-known historical example. In 2001, 24-year-old Ellen Roche died from respiratory distress and organ failure as a result of her participation in a study at Johns Hopkins Asthma and Allergy Center. The non-therapeutic physiological study, “Mechanisms of Deep Inspiration-Induced Airway Relaxation,” was designed to examine airway hyperresponsiveness in healthy individuals in order to better understand the pathophysiology of asthma. Participants inhaled hexamethonium, a (...) chemical ganglionic blocker that was not FDA-approved for use as specified in the experimental protocol. Risks of inhaling hexamethonium, including lung damage, had been reported in the 1950s and ‘60s. An investigation conducted after Roche's death determined that the study's principal investigator had failed to adequately search the medical literature; the protocol submitted for IRB review cited articles indexed in online literature databases that went back only as far as the 1970s. In general, existential threats are those that may potentially result in the extinction of the entire human species, if not significantly endanger its living population. Among the said threats include, but not limited to, pandemics and the impacts of a technological singularity. As regards pandemics, significant work has already been done on how to mitigate, if not prevent, the aftereffects of this type of disaster. For one, certain problem areas on how to properly manage pandemic responses have already been identified, (...) like the following: (a) not being able to learn from previous experiences, (b) the inability to act on warning signals, and (c) the failure to reach a global consensus on a problem (i.e., in a timely manner). In terms of a singularity, however, it may be said that further research is still needed, specifically on how to aptly respond to its projected negative outcomes. In this paper, by treating the three problem areas noted above as preliminary assessment measures of a country’s capacity to coordinate a national response to large-scale disasters, we examine the readiness of the Philippines in preparing for an intelligence explosion. By citing certain instances of how the said country, specifically its national government, faced the coronavirus disease 2019 pandemic, it puts forward the idea that the likely Philippine disaster response towards a singularity needs to be worked on, appealing for a more comprehensive assessment of such for a more informed response plan. Press, 2011. 238pp. $49.95Christopher Evans’s Liberalism without Illusions and Timothy Beach-Verhey’s Robust Liberalism have much in common, although they do not mean the same thing when they refer to “liberalism.” Evans traces the trajectory of liberal Christianity or “liberal theology” from its beginnings in the early nineteenth century to the present and suggests how it might renew itself. Beach-Verhey considers the political tradition of liberal democracy and how the radical monotheism of H. Richard Niebuhr can help form a “robust liberalism.” Both books attend to the present situation of public life in the United States and assert the need for theology that points emphatically to the God who is in and beyond history.Evans admits that liberal theology is difficult to define and that it includes significant diversity. One reason for its elusiveness is the “remarkable elasticity” (7) it has shown over time. Theological liberalism “supports critical engagement with both Christian traditions and contemporary intellectual resources” (6). In a way different from traditional theology, it “has been characterized by an affirmation of personal and collective experience, systemic social analysis and open theological inquiry” (6).At its best, liberal theology, appealing to Jesus’s ministry and especially his teaching of the reign of God, inspired people to believe they could make a difference in the here and now. And liberal theology did this without an uncritical endorsement of Western “progress.” In its heyday, liberal theology’s leaders were pulpiteers who spoke to both personal and social issues and commanded significant and loyal followings.From the pinnacle of its ecclesial and cultural significance in the mid-twentieth century, liberal theology has fallen to a low place. Evans argues that [End Page 190] this has happened because liberal theology has lost its congregational base and become isolated in academia and among denominational leaders. Liberal theology has been unable to sustain its vigor at a popular level. Meanwhile, after its seeming defeat in the 1930s, fundamentalism recast itself as evangelicalism, organized at the grassroots level, and developed popular theologies that resonated with large numbers of people. Much of evangelicalism has been held together by dispensationalism and its attention to the end times. Liberals deemed dispensationalism unworthy of response, but Evans argues that liberals’ failure to engage dispensationalism seriously is to their detriment. While liberals were right to reject dispensationalism’s literalism and pessimism, Evans recognizes that its appeal has been the way it holds biblical texts together with concrete historical events, and that it is a logical development of traditional Protestant insistence on the authority of scripture.Evans’s prescription for the rejuvenation of liberal Christianity includes a posture of exile, knowing that the larger culture will not care much about what liberals say or do. Liberals need to regain a connection with scripture and tradition, offer a compelling alternative to the conservative vision, and get in touch with the deepest yearnings and anxieties of people in the pew (and those not in the pew).Liberal theology has made significant contributions to church and society, not least its call for transformation of structures of oppression. The totality of the world may be interpreted in terms of the homo noumenon, or in terms of a totality of values, in terms of feeling or as the historical stream of experience. The interrelationship between the various aspects of reality is misconstrued by humanism when the modal (...) laws of the world are absolutized, and a single aspect is made the basic denominator of reality. The neo-Augustinian philosophy of Dooyeweerd recognizes the priority of faith and would unmask the alleged neutrality of theoretical reason as a dogma concealing the religious foundations of theoretical thought. The Archimedean point of Dooyeweerd's philosophy is not cogito ergo sum, nor vivo in [luxu continuo, etiam cogitans, but it is rather: Ego, in Christo regeneratus, etiam cogitans ex Christo vivo. The heart in its Biblical sense is the religious root and center of human existence, the center in which our temporal functions find their religious concentration and consummation of meaning. The Christian philosopher finds the ultimate origin of the world in God's sovereign and creative will, out of which originate all laws, and all things which are subject to law. The Christian philosopher finds the coherence of the modal diversity of the cosmos in a divine world order. The unity of the world is not a construction of philosophical thought, but is rather an enduring effect of God's sovereign power, so that each mode, each aspect of the cosmos is under divine law. Every aspect of the world is a sphere of law, sovereign under God in its own domain. God's laws constitute the universal valid determination and limitation of the individual things subject to them. Consequently, the Christian philosopher cannot hold to a theoretical conception of reality which is emancipated from the Biblical motive of creation, for all such conceptions are at least partially dominated by apostate religious motives. Nash does not attempt to refute Dooyeweerd's main thesis concerning the impossibility of a religiously neutral philosophy; however, his critical remarks do point out that more argumentation is needed in defense of that thesis, and that the introduction of a new terminology, shifts in the meaning of traditional terms, as well as vagueness and ambiguity, necessitate further elaboration on the part of Dooyeweerd and the members of his School. Nash's work successfully accomplishes a two-fold purpose: it calls attention to an important development within the Augustinian tradition of philosophy, and it raises issues which cannot be ignored by members of Dooyeweerd's own school as well as by philosophers who are self-critical of their own presuppositions. Nash's book deserves careful attention and it is to be hoped that it will direct the serious reader to a study of Dooyeweerd's own works and that it will stimulate others to take part in the critical study of a system of thought which "gives important and exciting direction to present and future thought and action and is, in the fullest sense of the word, a Christian Philosophy and a great one." The editors note that the discussion of these papers was prolonged and lively but they regret that it was impossible to record and publish this part of the Colloquium. The reader of this volume can but share the regret of the editors in this case since many of the papers are but rough drafts, clearly meant to pose questions and lead into discussion and, of themselves, contain very little in the way of new or... Serious ethical violations in medicine, such as sexual abuse, criminal prescribing of opioids, and unnecessary surgeries, directly harm patients and undermine trust in the profession of medicine. We review the literature on violations in medicine and present an analysis of 280 cases. Nearly all cases involved repeated instances of intentional wrongdoing, by males in nonacademic medical settings, with oversight problems and a selfish motive such as financial gain or sex. More than half of cases involved a wrongdoer with a suspected (...) personality disorder or substance use disorder. Despite clear patterns, no factors provide readily observable red flags, making prevention difficult. Early identification and intervention in cases requires significant policy shifts that prioritize the safety of patients over physician interests in privacy, fair processes, and proportionate disciplinary actions. We explore a series of 10 questions regarding policy, oversight, discipline, and education options. Satisfactory answers to these questions will require input from diverse stakeholders to help society negotiate effective and ethically balanced solutions. (shrink)

This article demonstrates how instructors of professionalism and ethics training programs can integrate a professional decision-making tool in training curricula. This tool can help trainees understand how to apply professional decision-making strategies to address the threats posed by a variety of psychological and environmental factors when they are faced with complex professional and ethical situations. We begin by highlighting key decision-making frameworks and discussing factors that may undermine the use of professional decision-making strategies. Then, drawing upon findings from past research, (...) we present the “SMART” professional decision-making framework: seeking help, managing emotions, anticipating consequences, recognizing rules and context, and testing assumptions and motives. Next, we present a vignette that poses a complex ethical and professional challenge and illustrate how each professional decision-making strategy could or should be used by characters in the case. To conclude, we review a series of educational practices and pedagogical tools intended to help trainers facilitate trainee learning, retention, and application of “SMART” decision-making strategies. Research literature indicates that about 80–90 % of studies with industry affiliation found no harm from the product, while only about 10–20 % of studies without industry affiliation found no harm. In parallel to other historical debates, recent studies examining a possible relationship between (...) mercury exposure and autism spectrum disorder show a similar dichotomy. Studies sponsored and supported by industry or entities with an apparent conflict of interest have most often shown no evidence of harm or no “consistent” evidence of harm, while studies without such affiliations report positive evidence of a Hg/autism association. The potentially causal relationship between Hg exposure and ASD differs from other toxic products since there is a broad coalition of entities for whom a conflict of interest arises. These include influential governmental public health entities, the pharmaceutical industry, and even the coal burning industry. This review includes a systematic literature search of original studies on the potential relationship between Hg and ASD from 1999 to date, finding that of the studies with public health and/or industry affiliation, 86 % reported no relationship between Hg and ASD. However, among studies without public health and/or industry affiliation, only 19 % find no relationship between Hg and ASD.
